Its not only the economy that's imbalanced in Phoenix, Arizona its the enviroment also. The availability of vegatation is decreasing. That makes Arizona hotter and drier. It isn't so bad, if you live in a high class suburb. If you live in a lower part of town you may be struggling to breath. Anyone going downtown? - may i suggest, don't forget your grandmas' oxygen tank.
